I get many calls from motorists who have been pulled over in Maryland for driving without a license, and state that they were doing so because they are here without a social security number and/or without valid immigration and citizenship documentation. To obtain a Maryland driver’s license without a social security number and/or without valid immigration and citizenship documentation, you must register for an individual taxpayer identification number through the Internal Revenue Service, file Maryland income taxes for the two years before you seek a Maryland driver’s license, and then obtain a certification letter from the Maryland Comptroller that serves as proof that you’ve paid such taxes. Once you have obtained these things, if you already have a valid foreign driver’s license and/or an International Driving Permit, then you are eligible to seek a full Maryland driver’s license; otherwise, you can seek a Maryland learner’s permit and work your way up though Mayland’s graduated system to obtain a full driver’s license.
